First: is it an emergency, or a today job?
It matters, because it changes what you do in the next ten minutes.
Water where it shouldn't be — through a ceiling, spreading across a floor, near electrics — is an emergency. Turn the water off at the stopcock first (usually under the kitchen sink, sometimes where the pipe comes into the house), and turn off electrics near the water. Then find a plumber.
Everything else — a leak you can catch in a bowl, a blocked sink, a toilet that runs — is a today job. Annoying, but you have time to find the right person rather than the first one who answers.
Why "who's free" beats "who's good"

- Where you are, near enough for them to know how long it'll take.
